ENERGY AUDITS OF BUILDINGS

1. TRAINING FOR ENERGY AUDITS OF BUILDINGS

The energy audit of buildings provides for:

  • assessment and cost-effectiveness of the opportunities for reducing the energy consumption in buildings, additional (auxiliary) facilities and equipment of buildings;
  • issuance of an energy performance certificate for a building; and
  • determining the achieved savings resulting from the application of the measures for energy efficiency improvement.

The Agency performs an annual random review of the performed energy audits of buildings, in accordance with the principles of transparency and non-discrimination, by checking a statistically significant and representative sample of all performed energy audits of buildings. For this purpose, the Agency may hire a suitably qualified external expert or legal entity. If the Agency, based on the review, determines that the performed energy audit is not performed in accordance with the Rulebook on energy audit of buildings, it shall submit a request for initiating a misdemeanour procedure in accordance with the provisions of this Law.

The Agency, at least once every three years, shall announce a call for selection of legal entities for implementation of training of energy auditors of buildings, and also for professional development of energy auditors of buildings. In addition, the Agency shall adopt a decision on the selection of a legal entity for implementation of training and professional development of energy auditors of buildings if the entity submits a request and evidence that it meets the detailed requirements regarding the necessary equipment, premises and staff prescribed in accordance with the Rulebook on energy audits of buildings. The decision on the selection shall be valid for three years.

The Agency shall prepare and adopt the programmes for training and professional development of energy auditors of buildings no later than 31 October of the year in which the selection of legal entities for training implementation takes place. The programmes shall be published on the Agency’s website.

The Agency shall keep а register of the selected legal entities and publish it on its website. The legal entities referred to in the paragraph are obliged to implement the training and professional development of energy auditors of buildings in accordance with the Rulebook on energy audit of buildings and the programme for training and the programme for professional development of energy auditors of buildings.

The Agency shall perform quality control of the implementation of training and professional development of energy auditors and if it finds irregularities or non-compliance with the provisions of this Law or the Rulebook on energy audit of buildings, it may adopt a decision revoking the decision on selection of a legal entity for implementation of training and professional development of energy auditors of buildings. An administrative dispute may be initiated against the decision of the Agency on revocation of the decision on selection. Legal entities shall issue a certificate for successfully completed training for energy auditor of buildings and a certificate for successfully completed training for professional development of energy auditor of buildings, no later than 15 days after the completion of the training.

 

2. SYSTEM FOR VERIFICATION OF ENERGY PERFORMANCE CERTIFICATES OF BUILDINGS

The Agency shall establish a system for verification of energy performance certificates of buildings in order to verify the issued energy performance certificates of buildings based on the following:

  • verification of the accuracy and completeness of the data for the building, or the building unit, on the basis of which the energy performance certificate of the building is issued and verification of the reliability of the data stated in the certificate;
  • verification of the adequacy of the proposed measures for improving the energy performance in the report of the performed energy audit; and
  • visits of randomly selected buildings or building units in order to verify the consistency of the data in the energy performance certificate of the building and the actual condition of the building.

Holders of licenses for performing energy audits of buildings are obliged to submit the issued energy performance certificates of the buildings to the Agency, no later than 15 days after the issuance of the certificate.

The Agency shall keep a register of energy performance certificates of buildings and shall provide access to the register for checking the energy performance certificates of buildings, at the request of a court, competent authority or a person who has a legal interest.
